Health Insurance


All full time employees are eligible to participate in the following health benefits. Coverage is effective
on the date of hire or date of full-time status. Dependent children between ages 19 and 26 under the
provisions of the Affordable Care Act. (Sponsored Dependent Riders and Complementary Coverage are available at the employee’s expense provided the criteria for each addition is in accordance with BCBS policy.)

and accomplish their goals. There is a shared cost between the College and the employee for all medical insurance coverage. The employee must select from one of the options provided below as his/her medical coverage or opt-out.

working days after date of hire or there will be a delay in processing your benefits.

All full-time employees, their spouses, and unmarried dependent children up to age 19 (or up to
age 25 if enrolled as a full-time student) are eligible. This plan is effective one month after the
date of hire of full-time status.

All full-time employees are eligible for this benefit. The plan includes a complete eye exam
every 24 months, one frame for prescription lenses up to $100.00 retail value or $129.00
allowance toward contact examinations, lenses, and professional follow-up care in lieu of
eyeglass services. This plan also provides Coordination of Benefits. Service is provided at any
Heritage Optical location. More information and a list of provider locations can be obtained at

All full-time employees are eligible for life insurance and accidental death and dismemberment
benefit effective the date of hire or full-time status. The coverage amount is twice the
employee’s annual income to the nearest multiple of $1000.00 up to a maximum of $500,000.00
for nonunion and a maximum of 100,000.00 for union. The cost of the premium is paid by the
District College.

All Exempt employees have a choice of the Michigan Public School Employees Retirement.
System (MPSERS) and the Optional Retirement Plans (ORP), TIAA. Union members, please refer
to your bargaining contract. The employee must make a selection within ninety (90) days from
the full-time start date. Once a decision is made, it cannot be changed. Both plans require
employee contribution through payroll deduction.


MPSERS is a “defined benefit” plan, and contributions are deducted on a graded scale
that is determined by the State of Michigan Department of Management and Budget.
MPSERS is the default plan, and all employees are automatically enrolled upon
employment until a choice is made within 75 days of the employee’s first pay. A copy of

o TIAA is a defined contribution plan and 3.9 percent is deducted as employee
contribution. The College contributes 12 percent to this plan. Campus Safety and UAW
are not eligible for this benefit.

Professional Development

Employees who wish to take advantage of the WCCCD Employee Tuition Waiver Program must register for classes online via WebGate. After registering, the employee completes a Tuition Waiver Form. 

Employees will need an identification number (or “A” number) to enter the web gate. The identification number may be obtained by reviewing their paystubs.

All tuition waiver requests for staff and faculty must be signed by the Campus President/Vice-Chancellor. Tuition waiver requests for spouses and dependent children do not need the President/Vice Chancellor's signature.

In addition, employee tuition waivers for the semester will be issued on the last day of registration. This deadline will be strictly adhered to and no employee tuition waivers will be issued or approved after this date – no exceptions!!

Tuition assistance is available to full-time staff and part-time faculty under the guidelines and terms of the appropriate bargaining agreement or District policy. The employee must successfully complete each course, remain a regular employee, and be active on the payroll for the entire term in which tuition assistance is provided.

If the employee should, for any reason, not meet these requirements, the employee forfeits the tuition assistance benefit and is required to reimburse the District for the full amount. No reimbursement will be made for other fees, including lab fees, parking fees, books, school supplies, etc.


1. Credit Course - Tuition assistance for-credit courses from accredited colleges and universities is administered by the Human Resources Office. These courses must be taken after normal working hours. The employee must have an Associate of Arts Degree or equivalent hours. These courses must be courses that are not offered by WCCCD to be reimbursed. The course must be career-oriented, required as part of a degree program, and related to work within the district environment.

2. Under Federal Law, graduate tuition assistance is considered taxable income. Therefore, when an employee possessing an undergraduate degree takes a course which could be taken for graduate credit, the tuition assistance for that course is taxed.

3. Tuition reimbursement will be awarded only when an official final grade report of “satisfactory” or better and an original fee receipt indicating a zero balance has been received.

Flex Spending Account (FSA)

All full and part-time employees of the College can participate in the Unreimbursed Medical flexible spending program through payroll deduction. You are able to use tax-free dollars to pay expenses not covered or paid by your medical, dental or optical plans.

These include charges for prescription glasses, co-pays and deductibles for medical and dental expenses. The employee will deposit through payroll deduction to Employee Benefits Concepts,
Inc. each pay period from January 1 through December 31 each year. The maximum amount an
employee can contribute to this plan is $2,650.00. Please note that whatever amount you designate for a particular plan year must be used or any balance will be forfeited according to IRS regulations.

All full and part-time employees can participate in the Dependent Care flexible spending plan through a payroll deduction. The plan covers expenses for children under 13, physically or mentally impaired children age 13 or older, an incapacitated spouse and/or dependent parents residing in your home. An employee may contribute a maximum of $5,000.00 per plan year from January 1 through December 31. Please note that whatever amount you designate for a particular plan year must be used, or any balance will be forfeited according to IRS regulations.

enrollment.
